For Ugandan lawyers looking to move from renting to owning, a new housing agreement offers a concrete benefit: a 2.5% discount on condominiums at Pearl Marina. But the arrangement also brings a wider challenge into focus. High construction and property costs, access to land and problems with land documentation remain obstacles to home ownership, according to officials of the Uganda Law Society (ULS).

ULS and Pearl Marina Estates signed a memorandum of understanding, a framework for cooperation, to expand housing access and support members’ welfare, according to Nile Post Uganda (direct). The partnership was unveiled on October 3, 2026, at Pearl Marina in Garuga during the society’s Sports Fun Day. Alongside the condominium discount, members will have access to flexible payment arrangements designed to make purchases easier to manage.

A housing benefit beyond professional support

ULS Vice-President Anthony Asiimwe said the society had negotiated the discount for any member wishing to acquire a condominium at Pearl Marina. He presented the agreement as part of a broader effort to improve lawyers’ welfare, rather than an initiative confined to their professional work. Pearl Marina has also been recognised as a ULS partner and will take part in the society’s events and activities, he said.

The setting reflected that broader purpose. Lawyers gathered for sports, recreation and networking, with Asiimwe stressing that a demanding profession can leave little room for physical fitness, social contact and mental well-being. The housing agreement added an economic component to that agenda. ULS Treasurer Arthur Isiko said it would give members a route to move gradually out of rented accommodation and invest in homes on land in Entebbe.

Sylvia Alal, Pearl Marina Estates’ sales and marketing manager, said the partnership could offer opportunities beyond home purchases. Further development would also create professional opportunities and jobs, she said. Alal said the company was committed to following government policies and regulations and framed cooperation with ULS as a way to encourage organised, sustainable development.

The affordability challenge extends beyond a discount

For ULS, the agreement also provided a platform to press for changes in housing policy. Asiimwe urged the government to put more weight behind affordable housing and to consider cutting or removing taxes on building materials. He argued that stronger public support for the sector would help more Ugandans obtain decent accommodation, while lower material taxes would make building homes more accessible.

Isiko identified further barriers: limited access to land and difficulties securing proper land documentation. He also called for more agreements between developers and professional organisations to broaden housing access. Those concerns place the Pearl Marina deal within a larger challenge: negotiated purchase terms address one part of the cost of ownership, while land access and documentation remain separate hurdles.

The next focus is how the discounted purchases and flexible payments translate into home ownership for ULS members. Beyond this partnership, the society’s calls for wider developer agreements and government action on affordable housing remain issues to watch.
